HMRC has announced a significant step forward in its drive to modernise the UK tax system with the launch of a new online PAYE service.

The platform aims to give 35 million workers more control over their tax affairs and forms a central part of HMRC's wider Transformation Roadmap to become a digital-first organisation by 2030.

Available via Personal Tax Accounts and the HMRC app, this online service offers individuals and employers a simpler, more transparent way to manage tax details and payroll responsibilities.

Greater flexibility for employees

Individuals can now check and update their income, allowances, reliefs and expenses online, at a time that suits them. With faster access to information, the risk of under- or over-payment of tax is reduced, and workers are better placed to ensure their PAYE records are up to date and accurate.

Administrative improvements for employers

Employers can now handle their PAYE responsibilities entirely online. This includes checking liabilities and paying bills, as well as submitting expenses and benefits forms like P11Ds. The service consolidates key functions into one place, reducing paperwork and providing real-time alerts for any late payments or changes to employee tax codes.

More accurate and efficient payroll processing

By supporting real-time payrolling of benefits, the system gradually removes the need for some end-of-year forms. This improves accuracy and lightens the administrative load at year's end, particularly for organisations with large or complex payrolls.

Built-in compliance tools

The new digital service offers automated alerts, instant access to tax codes and penalties, and the ability to appeal decisions online. These features make it easier for employers to remain compliant and respond quickly to any issues raised by HMRC.

Part of a broader digital transformation

This PAYE service is one element of HMRC's broader vision to digitise 90% of all interactions by 2030. Plans include AI-powered customer support, voice biometrics, and more options for self-service. The move is expected to save up to £50 million a year in administrative costs while improving the overall user experience.

Looking ahead, this shift to digital services will bring further opportunities to streamline tax management for both employees and employers. Notably, taxpayers liable for the High-Income Child Benefit Charge will no longer need to register for Self-Assessment, removing another layer of complexity from the system.
